Default Weather data rescue

I don't know why this structure rather than the capitcha process
pioneered for transcribing otherwise next to useless machine OCR'd
archives of the Washington Post/NY Herald? or whatever US paper, I don't
know.
Seemed an excellent process, instead of the usual useless junk thrown at
you as capitchas. When 3 people read the same bit of fuzzy yellowed
article , typing in the same 2 or 3 words, that became the fair script.
