The old definitions had it right I feel:-

Up to 2 inches (5cm) - light snowfall
2-6 inches (15cm) - moderate snowfall
6 inches - heavy snowfall


It really starts to get disruptive above 6 inches (15cm).

Now they use rates of accumulation.

Yes, thanks Will. No matter how quickly only an inch of snow falls, it
will be a "pretty" warning, rather than a warning of severe weather. I
think *any* snow is considered severe weather these days, as we've had
so little in recent years (the last couple notwithstanding).
