In article .com,
says...
21 killed according to the BBC

Jack

Seven of them were killed when a minivan carrying 12 people without
seatbelts lost control driving too fast for conditions at 4 AM Sunday in
western Oklahoma, crossing the highway median and hitting a large truck.
Bad decisions and bad weather don't mix well.

I'm sitting at the Oklahoma City airport right now waiting for my flight
to Dallas to board (on my way to the American Meteorological Society
annual meeting in San Antonio). Weather in Dallas is delaying
everything in and out of there today. My drive to the airport that's
usally ~30 minutes was a little over an hour this morning. There were
some parts of the drive that weren't much fun at all, down to about 15
mph.

In Britain, the report would probably have the stupid "bad weather
causes accident".

Much more sensible would be - as clearly you are saying yourself.

"Accident when driver did not make allowance for bad weather"

Foot of snow forecast for New England, apparently.
