Good news and bad news.

The good news is that products from the 06z and 18z ECMWF runs are
now available in 3-hour time-steps out to T+90 hours. The bad news
is that they appear to be available only through weathermodels.com
which is a subscription-based site in the USA. The cheapest package
available costs $99 per annum.

No need to pay to access the ECMWF forecasts, you can view them in
here, e.g. for precipitation:

These are the people who run weathermodels.com. I suspect that the
ECMWF products on here will disappear once weathermodels.com is fully
up and running. I may be wrong!
