Default Extreme UK flooding continued

I'd pay him more attention if he were a qualified meteorologist or even just a scientist but as far as I can see he isn't.

Tudor Hughes.

He is the head of the Environment Agency. Here is a copy of his speech:
https://www.gov.uk/government/news/s...rue-to-be-good

It seems scientifically competent to me though his claim that CO2 has risen by 30% since the Industrial Revolution is incorrect. It has risen by nearly 50% from 280 to ~420 ppm. Also he writes

“ Last year’s flash floods at the Cornish coastal village of Coverack were caused by an extreme rainfall event which set a new UK record for 3-hour rainfall intensity. Half a mile offshore the rainfall intensity was 25% higher. It was only a fortuitous accident of nature that it didn’t make landfall.”

I suspect that it was not an accident but rather a natural effect as the clouds approached the land. But you may know better.
