Default Strange warning time?

Cornwall (and just Cornwall as far as the SW is concerned) has a wind warning from 03:00 until 15:00 on Thursday.
If you look at the Penzance forecast it's not that windy until after the warning ends.

When I've raised this point before, I've been told the warning is for a big area, therefore the timing may well be out for the tip of Cornwall. In this case the warning (as far as SW England is concerned) is purely for Cornwall, so that excuse can't be used.

Obviously the warning is assuming a rather different track for that small, fast moving feature than the main forecast. But it must be very confusing to most people.

Big swell has now arrived. 20' forecast at Sennen for at least 12 hours from 3pm tomorrow, with strong off/along shore winds. It's set to be very rough at Porthleven. Sadly the the most spectacular conditions are forecast to be on tomorrow evening's high tide, when it's dark.

Oh yes, and it now looks like the Dawlish line is going to be moved out to sea, that should solve the problem.
