Default March 2013 might be the coldest March since 1963, or is it 1962?

I'd be grateful if you knowledgeable weather-students could clarify
which year it was as there seems to be some confusion in the media.

The winter of 1962-63 has of course passed into folklore, so presumably
it's 1963 and those outlets stating 1962 are using a lazy shorthand for
62-63
