Default Circulation in the Celtic Sea

Just noticed on http://www.raintoday.co.uk/ that there appears to be a
circulation developing just to the North West of Cornwall in the
Celtic Sea, could it help to bring that trough in the English Channel
closer to South Devon & Dorset perhaps?
