Fred has been an enigma, will it won't it, 3 days ago they gave it a
30% chance of becoming a tropical storm, it is now blowing at 90
knots!

I think they've been quite firm from the start that this one would
probably become a tropical storm. It's not really surprising when it
showed quite a good organisation before it got over the sea. There was
another one that appeared in the area shortly beforehand which was given
less than 30% chance of developing and did in fact give up the ghost.

The following shows a circulation over Africa just west of the Meridian
that became Fred, one south of Cape Verde Is that didn't develop, and a
little blob about four hundred miles further west that I think only got
a mention in one report.
