Default Silly 'Isles of Scilly' Reports

Those in the MetO, take a look at http://www.metoffice.gov.uk/weather/...t_weather.html

Sunny at 13:00, cloudless at 14:00. Are Camborne staff responsible?

It comes from the automatic system there, Graham, and hence there's no
manual intervention.

The cloud base recorders, while useful, do have their 'moments'.

In south-east England, South Farnborough is presumably similar. It too
always has a sun symbol, having one for 21:00 today, for instance.
Wouldn't it be better to show N/A in the Weather column, as is done for
some other stations?
