Default English language weather reports

For those who prefer ceefax-style weather reports
I have added
http://www.met.rdg.ac.uk/~brugge/latest_weather.html
to my list of output from decoded synops.

I think I have all the AWS current weather codes
correctly decoded - the weather descriptions I
use are fairly 'general', however.
