Default Comm. Balloon at 50 mb

A company called Sans Wire (www.sanswire.com) wants to establish
balloon based wireless stations at an altitude of 13 miles (21.1 km),
or 50 mb.

The video of the balloon seems to show some props that would guide the
balloon and help it "station keep".

Two points: Does the company know the sorts of wind speeds they'll
have to deal with during the winter, and the sorts of charges they'll
have to deal with during thunderstorm season?
