Default Accuweather's Real Feel Index

Accuweather has a calculated value that is supposedly season independent
called the Real Feel index.

I can find plenty of snippets indicating what weather factors are involved
in the calculation, but absolutely nothing about the formula itself.

Anybody got a clue?
