The start-time of a warning area surely has to be the earliest time of onset of the hazard and later today (soon!) you will be having the same area of snow. Suppose it could be sleet on the coast. The Torquay area and places inland have had atrocious snow over the last few hours. The Minack theatre webcam is showing darker skies heading in from the east - good view.

The onset of the hazard in Cornwall was around 15:00 not 00:05. As a result of the lack of warnings for West Cornwall for the 28th Feb blizzard, mainly places shut today, as nobody could recall an amber warning for west Cornwall. So, on a pleasant, sunny Sunday morning places like the NT gardens at Trengwainton wwere shut on the busiest day of the week. Many businesses were shut in Penzance, based on the warnings late yesterday, by which time no snow seemed likely until this afternoon. They are not happy. Last time, the lack of warning meant people were stuck in Penzance. The forecast during the blizzard of 28th said “showers may possibly give some accumulate, yes 20cm of level snow near Lands End and near Lizard point.

That is my grievance, the warning should have been amended yesterday afternoon.
