Default Cold weather payments to pensioners

I see this area has had 3 qualifying periods so far this winter.

Not that I qualify but, out of curiosity, I've just tapped my postcode
into the pensions website and it tells me I'd have had 2 qualifying
periods here. I'd have thought there would have been a greater
disparity, but it must have been colder down here than I thought (or
warmer with you, Dave) :-)

When I first read the definition I missed the word "average" so thought it
had to be seven consecuative ice days, highly unlikely. Even in this cold
snap we would have failed that test as it got, briefly, to over 1C yesterday,
the seventh ice day that wasn't quite...

But as it's average I can see that the last few of days of November and up to
the 14th ish of Decemeber could well average 0C, same for the period from
about the 9th January, so we may be due another Cold Weather Payment.
