The old definitions had it right I feel:-

Up to 2 inches (5cm) - light snowfall
2-6 inches (15cm) - moderate snowfall
6 inches - heavy snowfall

It really starts to get disruptive above 6 inches (15cm).

Now they use rates of accumulation.
