I think they can occur at any time of the year, when a moist airstream
is forced to rise by the mountains and lose some of that moisture as
rain, before being warmed as it descends the lee-slope. But the warming
effect is small by Canadian standards: normally no more than 2-3C,
perhaps 5C at most.
