I find websites listing an EPA declaration that Chattanooga was "the
worst polluted city in America" in the year 1969.

How is this possible?


I have no idea. Somebody must have made a mistake. There are more
sites that talk about the HEW study that listed Chattanooga as the worst
polluted city, but it certainly wasn't EPA.
