Default 4.7 is 5.0 Quake according to EMSC

The European Seismological Service reports a 5.0 Earthquake.
Why does Europe have its own monitoring service, when everyone looks at
USGS?

The NEIC list says earthquake though. (Only just made it on -the
criteria is that outside the States, they do not list quakes under
4M.)
