OK, problem solved. It seems that if the 'Check for newer versions of
stored pages' is set to automatic (which IIRC may be the default) in
IE, it overrides any manual attempt to force an image refresh.
Choosing 'Every visit to the page' rather than 'automatic' cures the
problem.
