My understanding is that California has dry summers because (very roughly) the pacific ocean is cold at our latitude, which in turn cools the air above the ocean and makes it more dense, thus inhibing convection, and more generally fostering high pressure. Monsoons in Arizona by mary
I notice that the media in Tucson refer to the rains they receive in late July and August as being monsoons. I lived in Arizona from 1961 to 1973, and never remember the late summer rains as being referred to as monsoons.
